Arizona cities would collapse without prison labor

As with most other private prison contracts in Arizona, the Request For Proposal to run Florence West guarantees the vendor a 90% occupancy rate, meaning the state pays a per diem rate for 675 prisoners, regardless of how many people are actually incarcerated there.

At lunchtime, when a correction officer with a meal cart walked by, Lonnie became even more agitated. “I know from him screaming that he didn’t get his lunch,” Dayvon said. “He was saying, ‘Officer, I didn’t get my food! You’re playing with my food.’ . . . He was screaming, kicking on the door.” Dayvon testified that he heard Lonnie shout, “I don’t get my food, I’m going to kill myself!” According to Dayvon, an officer told him, “Save your breath. If you’re going to kill yourself, you’re going to die anyway.” (Earlier, in a deposition, another man in a nearby cell had said that he had heard an officer deliver a similar line: “Aren’t you supposed to be killing yourself?”)

Unchartered Waters: Crypto Exchange Assets in Bankruptcy

The bulletin advises holders of crypto assets to provide disclosure describing “legal ownership of the crypto-assets held for platform users, including whether they would be available to satisfy general creditor claims in the event of a bankruptcy. . . .

In any case, both the SEC’s staff bulletin and Coinbase’s disclosure calls attention to the uncertain legal landscape surrounding cryptocurrency exchanges and how their assets would be treated in bankruptcy proceedings.

State of Wisconsin Department of Children and Families v. Terrell, No. 21-3059 (7th Cir. 2022)

After filing for bankruptcy, the Terrells proposed a plan that classified about $30,000 they owed to Wisconsin as a “priority debt,” 11 U.S.C. 507(a)(1)(B) based on an overpayment of public assistance. The existence of a priority debt meant that the Chapter 13 plan had to continue for 60 months, after which unpaid debts would be discharged.

HHS Sued for Allegedly Withholding Documents After FOIA Request

The plaintiff submitted a request under FOIA to the Office of Research Services, Research Facilities seeking to see copies of certain documents pertaining to a federal contract held by the National Institute of Health. The documents included “procurement and shipping records for all dogs obtained under the contract… acquisition and disposition records for the dogs obtained under the contract; photos and videos of the shipments and/or dogs received,” and more.
